What a Damen Refit Taught Me About the Real Price of Identical Parts

I was standing in the engine room of a 27-meter fast crew supplier in Vlissingen when the project manager said the words I had been dreading: “That's not in our scope.” It was October 2023. We were two weeks from delivery, and the hydraulic power pack for the new deck crane was sitting in a crate on the quay. The Damen team had done exactly what the contract said. I was the one who had tried to save EUR 12,000.

I've been handling refit and maintenance orders for offshore support vessels since 2017. I'm not an engineer. I'm the guy who makes sure contracts, drawings, and budgets line up. I've made a ton of mistakes. This one was the worst.

The power pack decision

It started with a standard Damen fast crew supplier. The vessel was originally built in 2018. We needed to add a deck crane and upgrade the propulsion controls to make the vessel hybrid-ready. Damen's quote for the hydraulic system was EUR 186,000. A local supplier quoted EUR 139,000 for the “same” hydraulic power pack and controls. My purchasing manager looked at me. “It's identical. Why are we paying the brand premium?”

To be fair, “identical” caught my attention. The unit had the same kW rating, the same flow rate, the same motor manufacturer, and the same blue paint. It even came with a one-year warranty. I signed the order.

What I missed

The problem was not the power pack. The problem was the interface around the power pack.

Damen's quote was not for a box. It was for an engineered system. The power pack had to fit into a space that was already tight. It had to meet the class-approved drawing set. It had to talk to the vessel's alarm system. It had to be tested with the new deck crane and the control system. None of that was in the local supplier's quote.

An engineer at Damen Naval Schiedam later said something I repeat at least once a month: “If you supply a component, we can supply a hole in the deck. If we supply the system, you get a working crane.”

Maybe we should have caught it when the delivery drawing arrived. The first red flag was the alternative unit being 6 cm taller and 140 kg heavier. The deck crane foundation had been designed for the shorter unit. “It's close enough,” the supplier said. It wasn't.

What actually went wrong

The power pack didn't fit. We had to cut and re-weld a stiffener because the lifting eye was in the wrong place. The electrical connector standard was different from the vessel's alarm interface. The commissioning engineer charged by the day, and he spent three extra days adapting cables. We also had to pay Damen for re-approval of the revised arrangement. Then the dock schedule shifted because our “quick” purchase had turned into a two-week integration project.

Altogether: EUR 12,000 in savings. EUR 28,000 in unplanned costs. Nine days late. The client missed the windfarm campaign window, and the penalty ate most of the rest.

The most frustrating part? The warning was in writing. In the first week, the Damen project manager sent me an interface drawing with a red circle around the height difference. You'd think a written spec would be enough. But we had already signed the order, and the supplier kept saying “basically the same.”

The Harlingen reminder

  • Request a commissioning plan with named responsibilities.
  • Include a test procedure. If it's not testable, it's not done.
  • Add a buffer for integration (think 20-30% longer than the optimistic estimate).

In the past 18 months, we've caught 47 potential errors using this checklist. About 20 were small things. A few would have been expensive. One was a repeat of the power pack problem on a different vessel, and we caught it before any money changed hands.

The big lesson

It's tempting to think you can just compare unit prices. But identical specs from different vendors can result in wildly different outcomes. The “always buy the same component for less” advice ignores the integration cost. Most buyers focus on the component price and completely miss interface engineering, commissioning, and re-approval. The question everyone asks is “what's your best price?” The question they should ask is “what's included in that price?”

The industry is changing too. What was best practice in 2020 may not apply in 2025. Hybrid-ready retrofits, IMO's CII and EEXI framework, and the push for lower emissions mean you're not just repairing a vessel; you're improving its efficiency profile. That makes integration work even more important. But the fundamentals haven't changed: know your interfaces, put the scope in writing, and don't choose the cheapest component without asking what happens when it meets the rest of the system.

One more caveat: if anyone on your team wants to call a retrofit “zero-emission” in a press release, stop them unless you have data to back it up. Per FTC's Green Guides, environmental claims need substantiation. That's a different kind of interface risk, but it can cost just as much in reputation.

Bottom line: Honestly, Damen wasn't the expensive option. The expensive option was the one that looked cheap and turned into a long conversation with the dock schedule. I still use Damen for complex refits. I just use my checklist first.
