Repair, Refit or Replace? What Damen Buyers Get Wrong Before the Yard Quote

I have spent the last nine years buying maintenance and modification work for offshore support vessels. People expect me to say the hardest part is haggling over price. It is not. The hardest part is deciding whether a job is a repair, a refit, or a replacement. At Damen—or at any serious yard group with multiple divisions—that decision changes the department, the drawings, the price, and the schedule.

My first big mistake was assuming the word 'repair' was self-explanatory. In March 2022, I sent a 3,500 hp ASD tug to a repair yard for a bow thruster overhaul. The thruster came back looking perfect. Six weeks later, the same vibration came back. The surveyor found the real issue: a failing cable and a control unit with a bad signal. The mechanical overhaul had been fine. The scope had been wrong.

That mistake cost about $118,000 in rework, plus the delay on a charter. I do not have hard data on how often other buyers make the same error, but in my own portfolio five scope mistakes added up to roughly $430,000 in wasted budget. That was enough to turn me into a checklist person.

Repair, refit, or replace: three different jobs

When I started in this role, I thought shipyard work sat on one spectrum from small repair to full newbuild. It is not a spectrum. It is three different projects that happen in a similar location.

Repair returns an asset to its original standard. Refit changes its capability or compliance. Replacement ends the old asset's useful life and starts a new one.

The danger is not just a wording problem. If you ask for repair when you need a refit, the yard may quote you a perfectly accurate repair price. If you ask for a refit when you should replace the vessel, you can spend a large part of a newbuild budget and still have an old asset that cannot do the next job.

Scenario A: repair. The asset is still the right asset.

Repair is the right call when the vessel's mission has not changed, the hull and class condition are acceptable, and the problem is inside a system that can be renewed without changing the platform.

The practical test is simple: if the vessel can go back to the same work for the next five to ten years with no regulatory conversion, repair is your lane.

When repair is the right scenario, write the completion condition before you write the task. Instead of saying 'repair bow thruster', say 'bow thruster must produce full rated thrust in both directions with no abnormal vibration and no alarms on a one-hour sea trial.' That one change removes most of the wiggle room from the quoting process.

And do not add unrelated items to the same repair order. The phrase 'while you are in there' is expensive. It quietly turns a repair into an unengineered refit.

Scenario B: refit. The hull is fine. The rules or mission are not.

I used to see refits as a compromise between a cheap repair and an expensive newbuild. But what made sense in 2020 is not always the right call in 2025. We refitted two older tugs for hybrid operation because their hulls were sound and the new operating rules made their old engine rooms a liability. The fundamentals had not changed. The execution had.

Choose refit when the hull still has useful life but the system that propels, powers, or operates the vessel no longer matches the work or the regulations. A refit may mean new engines, battery integration, updated control systems, or a new deck arrangement for a different cargo type.

For a refit, do not send a repair spec and ask for a quote. That is a shortcut to rework. Send current drawings, machinery condition reports, survey history, and a clear description of what the vessel must do after the work is complete. If you do not have as-built drawings, pay for a new baseline survey. That sounds like extra cost. It is the cheapest way to make the refit real.

Damen's shiprepair and conversion teams are not just sheet-metal shops. They can lead an engineering-driven project. But even the best conversion team needs an owner who knows the difference between 'fix what is broken' and 'make it able to do something new.'

Scenario C: replacement. The hull is not part of your next decade.

Replacement becomes the right answer when the hull, the arrangement, or the compliance outlook makes the vessel obsolete no matter how much you spend on it. If the engine room cannot house the aftertreatment or energy storage needed for future rules, if the deck area cannot carry the new mission equipment, if the structural life is too short—then a refit is expensive hope.

My trigger for replacement is not age alone. A twenty-year-old hull with a clear service life and a good record can be worth more than a cheap new build with no data. But when a refit estimate climbs beyond roughly 60 percent of a proven new vessel's price, I stop and ask whether we are trying to make a platform that will still underperform in five years.

This is where the industry has changed most. The old approach was to keep a vessel running until a major repair forced a rebuild. That logic makes no sense when the real drivers are emissions limits, fuel availability and crew skill. The cheapest dry dock is no longer the cheapest path if it leaves you with a vessel that cannot trade or win work.

If replacement is the right lane, use a proven design. Damen's standardized hulls make sense in that scenario because you are not buying an experiment. You are buying the third, tenth, or thirtieth version of a known platform, with known operational data, spares and training implications. Standardization will not make the decision for you. It just removes some of the guesswork from the newbuild side.

How to tell which scenario you are in

You can skip this decision only if you do not mind leaving the answer to the yard. A good yard will do exactly what you asked. That is the danger.

  1. Write the work the vessel must do for the next ten years. If the work has not changed from today, start with repair.
  2. Pull the class survey status and a recent hull/machinery condition report. A healthy hull in a changing market points to refit. A marginal hull points to replacement.
  3. List every rule, fuel, or contract requirement that will affect the vessel in the next five years. If none of those force a platform change, repair can be the final answer.
  4. Budget two futures, not one: a designed refit against an equivalent replacement. Compare total cost, not first-year cost.

Decision first. Yard second. Scope after that.

My team has used this filter for eighteen months. It has caught 31 wrong-scope requests before they went to tender. It is not clever. It just forces everyone to admit whether they are fixing a part, changing a platform, or replacing a platform.
